Hi, I'm Victor Moreno. I am a technical leader and fractional CTO with a multi-faceted background spanning software engineering, startup advisory, and education.

Over a 15+ year career, I have built and led engineering teams at Amazon, Noom, and multiple seed-stage startups. My work has included transformations from click-ops to infrastructure as code, SOC2-conscious security practices, AWS and web systems, and experimentation-driven growth.

I combine a Master's in Finance with a BS in Computer Science, which means I care about both technical correctness and economic tradeoffs: marginal infrastructure cost, performance optimization, delivery speed, and business outcomes.
